Austin's next large parking asset, the planned Yellow Garage at Austin-Bergstrom International Airport, is anticipated to open its first 3,000 spaces in 2026 and reach full completion in 2027, so the city's garage inventory is still growing while its older decks age. Austin also asks a garage to do more than carry cars: the city's Historic Design Standards direct commercial-district structures to keep street level active and screen the parking above it. Structural Concrete Repair
Sounding comes before demolition. Each level is walked and mapped so delaminated areas that have not yet spalled land in the quantity rather than in a change order. Unsound concrete is removed back to a clean bond line, the exposed reinforcing is cleaned and coated, and the section is rebuilt with a repair mortar matched to the slab it joins. Where the loss runs through the deck, the scope says full-depth and carries the shoring that requires.
About 7,000 parking spaces are planned at the Yellow Garage by full completion. New decks start their maintenance clock the day they open, and the older ones downtown are further along it; on either, the starting point is a measured quantity rather than an allowance: deteriorated area recorded level by level, photographs tied to column lines, and overhead spall hazards sequenced first because they are the conditions that close a bay.
Expansion Joint Replacement
A joint is replaced as an assembly. Failed sealant, compression seals, nosings, and traffic-rated hardware come out together, the concrete edges that carry them are rebuilt, and the replacement is sized for the movement and the vehicle volume at that location before it is tied back into the deck membrane. A joint reset without its edge repair fails again on the same line.
Austin's building technical codes took effect July 10, 2025 and bring in the 2024 International Building, Existing Building, Energy Conservation, and Property Maintenance codes with local amendments. Opening a joint assembly is existing-building work, so the detail we propose is checked against that current set with the owner's engineer or architect before material is ordered.
Traffic-Bearing Waterproofing & Deck Drainage
Exposed decks, ramps, and turning lanes take a polyurethane or MMA traffic-bearing system chosen for the closure window the operator can give us. Cracks are treated before any membrane goes down, film thickness follows the survey rather than the datasheet minimum, and the details that decide how long the system lasts are at the drains, the curbs, the ramp transitions, and the deck-to-wall edge.
Atlas 14 raised Austin's one-percent-annual-chance, 24-hour design storm from 10.2 inches to nearly 13 inches, which is the volume a deck's drains, scuppers, and discharge lines have to move on a bad afternoon. We test the transitions and terminations where the survey shows ponding or staining, and size the drainage corrections to the current figures rather than the ones on the original drawings.
Screen Walls, Street Edges & Close-Out

The city then revised its commercial redevelopment floodplain rules effective September 1, 2022 to allow qualifying changes that make an existing building safer from flooding. The street edge is the part that gets forgotten at bid time. Austin's Historic Design Standards direct new parking structures in commercial historic districts to provide active street-level uses where possible and to screen upper parking levels from view, which is why so many garages here present a designed elevation to the sidewalk and a leased space at its base. A repair has to protect both. Access equipment, debris control, panel removal, and noisy work are planned around an occupied storefront and a public walkway, and the schedule names the point at which the screen has to be back up before the block is handed over.
Austin is still adding decks at this scale, and every one of them joins the maintenance cycle the older downtown structures are already in.

We already know the deck leaks. What does a condition survey add?
It adds quantities. A leak tells you water is getting in. A survey tells you how much concrete has gone, which joints have failed, which drains are not moving water, and what each of those costs to correct. Scale makes the point: the airport's Yellow Garage project carries $250 million in authorized construction, and the city funded its design as a separate, earlier line, a proportion few owners of existing structures spend on knowing what they have. Can the garage stay in service while the repairs run?
Yes, and the sequence is agreed before mobilization rather than discovered during it. The work divides by level, bay, ramp, or entrance, with the count of spaces out of service in a given week set with the operator, traffic control and pedestrian protection drawn on a plan, and noisy operations placed where they do the least damage to the tenants above. Cure and return-to-traffic times drive that sequence more than crew size does, so the schedule is built backward from the hour each area has to carry cars again. How do you decide between patching the deck and recoating a whole level?
The measured area and the cause decide it. Isolated spalls with sound concrete between them are a patch-and-seal repair, and we will say so even when the larger scope is the better sale. When deterioration runs across a bay, or the same coating detail has failed in a dozen places, the level is a system problem and partial work only moves the leak a few feet. We price both paths against the measured area, note what deferring the larger one for a budget cycle is likely to add in concrete, and mark the items that cannot wait either way, which are usually overhead spalls and any joint routing water onto structural steel.
Does work on the screen walls or the street frontage bring the city into the job?
It can, inside one of Austin's commercial historic districts, where a visible change to a screen panel, a storefront-level element, or a material finish is a different conversation from replacing a failed sealant joint in kind, and the two are worth separating before procurement. We identify which parts of the proposed scope are maintenance and which are visible change, put the materials, mockups, and access plan in front of the owner's architect or preservation consultant, and keep the in-kind work moving while any review runs. The screen also has to go back exactly as it came down, so panel numbering and storage belong in the plan rather than on the demobilization punch list.
What happens if the survey finds something structural?
We stop at the edge of our scope and say so in writing. When cracking patterns, rust staining, exposed strand, corroded post-tension anchorage pockets, or the sounding results point to a condition an engineer has to judge, we document the location and what we saw, hand it to the engineer of record or help the owner bring one in, and then carry out the concrete, joint, and coating work the engineer's documents call for. A written handoff at that point is what keeps a structural question from becoming a change-order argument six weeks later.
